About IOC

  • The IOC was started in 2016 by India Foundation in association with regional think tanks and institutions.
  • It witnessed participation from 40+ countries.
  • It has emerged as a flagship consultative forum for countries in the Indian Ocean Region (IOR) over regional affairs and deliberates upon regional cooperation for Security and Growth for All in the Region (SAGAR).

Whip

  • Definition: It is a directive issued by political parties to ensure members attend and vote as per the party line.
  • It is based on the conventions of the parliamentary government.
  • Chief Whip: Parties appoint senior members as Chief Whip, assisted by additional whips, to issue directions and ensure compliance in the House.
  • Types of Whips: It includes:
  •  One Line whip: Usually issued to inform party members of a vote, and allows them to abstain. 
  • Two Line Whip: Directs members to be present during voting. 
  •  Three line Whip:  Mandates members to strictly follow party line on important occasions, such as no-confidence motion, etc.
  • Legal Ramifications of defying whip: The Anti-defection law allows the Speaker/ Chairperson to disqualify a member if he/she votes or abstains from voting in such House contrary to any direction issued by the political party.

Chagos Islands 

  • Location: Central Indian Ocean, ~1,600 km south of the southern tip of the Indian subcontinent.
  • It is a group of atolls comprising 50 plus islands, including Diego Garcia island. 
  • UK- USA joint military base is on Diego Garcia island. 
  • History: The islands have been British territory since 1814.

Project Cheetah

  • Launched in 2022, it aims to translocate African cheetahs to India. 
  • It operates under the umbrella of Project Tiger. 
  • It is world’s first intercontinental large wild carnivore translocation initiative. 
  • In 2022, 8 cheetahs from Namibia were translocated to Kuno National Park, followed by 12 from South Africa in 2023, and 9  from Botswana in 2026. 
  • Implementing agency: National Tiger Conservation Authority (NTCA).
  • NTCA is a statutory body under the Ministry of Environment, Forests and Climate Change constituted under enabling provisions of Wildlife (Protection) Act, 1972, as amended in 2006.
  • Cheetah Project Steering Committee: Established by NTCA in 2023 to oversee, evaluate, and advise on implementation of Project Cheetah.

Transition Metals

  • Theay are the metallic elements that serve as a bridge, or transition, between the two sides of the periodic table.
  • They are d-block elements that can easily gain or lose electrons.
  • E.g., titanium, iron, nickel, copper.
  • General Properties: Most of them are hard, strong, and lustrous, have high melting and boiling points, and are good conductors of heat and electricity
  • Application: Used as catalysts (e.g., palladium, platinum, rhodium) in industrial processes like drug synthesis (Heck and Suzuki reactions)

Uzbekistan 

  • Location: Uzbekistan is a landlocked country in Central Asia, bordered by Kazakhstan (north), Kyrgyzstan (northeast), Tajikistan (southeast), Afghanistan (south), and Turkmenistan (southwest). 
  • Physical Features: The country is largely arid, with most of its area covered by the Kyzylkum Desert and the Turan Plain.  
  • Mountain ranges such as the Tien Shan, Gissar, and Alay lie in the east, while fertile regions like the Fergana Valley and Zeravshan Valley support agriculture and historic cities like Samarkand and Bukhara. 

Sentinel Species 

  • About: Sentinel species are organisms whose health reflects the condition of the ecosystem, providing early warning signs of environmental degradation. 
  • The use of canaries in coal mines historically demonstrated the sentinel principle, as they reacted faster to carbon monoxide than humans. 
  • Function: These species often occupy fixed habitats, live long enough to accumulate toxins, and possess biological traits that amplify environmental impacts. 
  • They respond quickly and visibly to environmental stressors such as pollution, disease, and climate change.  
  • Examples: Frogs (sensitive due to permeable skin), honeybees (track agricultural chemicals), polar bears (indicate Arctic contamination), and certain fish species (detect industrial runoff) act as sentinel species, with their decline signalling broader ecological stress.
